David Carter

Executive Director

David joined MTEC as Executive Director in September 2023 to deepen relationships with clients and partners and build on the center’s longstanding service to manufacturers in the Hudson Valley. He works hands-on with companies to clarify priorities, match resources to needs, and move projects forward.

He brings 30-plus years of experience in manufacturing, technology, and market development. David began his career in manufacturing at General Electric and later held executive roles at Samsung and Sony, leading U.S. market expansions and strategic partnerships. He has built and led cross-functional teams, negotiated partner agreements, and managed complex transitions with a consistent record of streamlining processes, improving operational efficiency, and strengthening profitability.

David holds a B.S. in Marketing from Siena College and has completed executive education at Harvard Business School, Columbia University, and the University of Tennessee. His leadership is focused and collaborative, aligning strategy, empowering teams, and driving disciplined execution to deliver measurable results.

Phyllis Levine

Director of Growth and Engagement

Phyllis joined MTEC in 1995 as Administrative Assistant and has ascended through the ranks to the positions of Office Manager, Director of Operations, and now Director of Growth and Engagement.

Born and raised in the Bronx, Phyllis Levine graduated from the Fashion Institute of Technology in 1982 with a degree in Fashion Buying and Merchandising. She began her career working for retailers such as Bradlees, Worth Stores, and The Forgotten Woman.

In 1988, she moved from NYC to Westchester County, where she worked for a recruiter for a short time. Phyllis moved to Dutchess County, NY shortly afterward and has made it her home for many years. In Dutchess County, she worked for The Association for Senior Citizens, where she held administrative positions for 10 years.

When Phyllis is not working, she enjoys preparing special meals and throwing parties for her friends and family. She also enjoys volunteering and is currently looking for her next adventure. She resides in LaGrange, NY with her fur babies Jake and Itachi, her beloved felines.

Charles A. Walwyn III

Business Development Specialist

Since joining MTEC as Business Development Specialist in 2023, Charles has used his wide-ranging financial expertise to develop effective business strategies and solutions for manufacturers and early-stage startups throughout the Hudson Valley.

Born in Riverdale, NY but raised in Beacon NY, Charles A. Walwyn III graduated from SUNY New Paltz with a degree in Sociology in 1996. Throughout his almost 20 years in finance, Charles has held the positions of Cash Management Specialist, Business Relationship Manager, Commercial Lender, and Business Development Officer with various banks. In 2023, Charles left the world of finance to join MTEC.

Charles is a believer in volunteerism in his local community and serves on several local boards. He is the Past Chair of St. Luke’s Cornwall Hospitals Foundation Board, and current Secretary for the Trustee board of Montefiore St. Luke’s Cornwall Hospital. He serves on the Independent Home Care Board (previously Past Chair), as well as the Cornerstone Family Healthcare Board (previously Past Vice Chair). He also serves on the Independent Living Inc. board as Past Chair.

Christine Mikesell

Senior Manager of Administration and Process Integration

Starting as an administrative coordinator, Christine has demonstrated her capabilities and commitment over the last five years as she has honed her skills and navigated challenges to contribute to the company’s success. Her trajectory speaks to her tenacity, resilience, and respect for learning.

As the Senior Manager of Administration and Process Integration, Christine plays a vital role in overseeing and optimizing administrative functions within the MTEC organization. Her responsibilities extend beyond traditional administrative duties to include process improvement and streamlining procedures to enhance operational efficiency. Christine enjoys horticulture, reading, and the occasional baking spree.

Annie McCarron

Data Analyst

Annie McCarron is a Data Analyst with a focus in R, data mining, and database management. She received her Bachelors from the University at Albany SUNY in Computer Informatics. Her responsibilities at MTEC include developing and maintaining database systems. Prior to working at MTEC, Annie worked as a Clinical Data Analyst and has a background working in the medical industry.

Previously a Clinical Data Analyst in the healthcare sector, Annie now brings precision and analytical depth to MTEC’s internal operations. She lives in Poughkeepsie and in her free time Annie enjoys crocheting, hiking, and watching anime.
